The violence in Tibet which began with the protests of Buddhist monks and has escalated into a major Chinese crackdown taking numerous lives has been described by various observers as the consequence of years of an anti-Dalai Lama campaign, economic bias in favor of the minority Chinese population in Tibet, attempts at pro-Chinese education of the majority of the indigenous population and the division of Tibet into different administrative areas, all of which has strengthened rather than weakened resistance in Tibet to Chinese rule. The Dalai Lama has called for reforms, but not separation from China. US Secretary of State Condoleezza Rice has said there has been a missed opportunity for the Chinese to engage the Dalai Lama.
Should the Chinese government begin immediate and unconditional dialogue with the Dalai Lama?
